Newcastles first town clerk was Robert Henry Tighe. He came of a well known Irish family. His father was Robert Tighe, sergeant in 28th regiment who was attached to the hospital ship which was cruising in the Mediterranean Sea during the War of Independence. Mr. Tighe arrived in NSW in 1838. He was a brother of the late Mr. Alfred Atkinson Tighe, Mayor of Newcastle for the years 1872 and 1873, and who also represented Northumberland in the Legislative Assembly

Robert Henry Tighe, town clerk, William Nichols, clerk, and James Ryan seaman, charged with assaulting Mary Ann Mason at the Caledonian Hotel on 8th May 1861. Ryan fined 20s or 48 hours in the lock up; Nichols fined 3 pounds of four days confinement in the lock up and Tighe to be committed to one calendar month imprisonment in Maitland gaol
